Movement Protocols - What's Required
Waybills or travel permits may be required when transporting horses, donkeys and mules in Queensland.
The following is a brief summary of the requirements for transport - a comprehensive explanation of the various options available to

When a waybill is required:
- slaughtering or selling a horse
- offering a horse for sale or for any other change of ownership
- transporting a horse, donkey or mule from the cattle tick infected zone to a control or free zone
- transporting a horse, donkey or mule from the cattle tick free zone to attend a competition in the infected zone or a restricted area in any zone and returning within five days to the property of origin
Your horse, donkey or mule will need a travel permit when being transported from:
- the cattle tick infected zone to a control or free zone to attend a competition
- an infected or at-risk (high status) property in a free or control zone to any destination
- the cattle tick infected zone to a veterinary surgeon in a free or control zone
- the cattle tick free zone to attend a competition in the infected zone or a restricted area in any zone and returning within five days to the property of origin.
A certificate of inspection or treatment is also required when moving horses, donkeys or mules
from the cattle tick infected zone to a controlled or free zone permanently or
temporarily to attend a competition for more than five days but less than 15 days
